Driver Safety

While walking to work the one day I saw the following at an intersection.

I know the image isn't very high quality.  That's because I took it on my phone and had to do it in kind of a secretive way.  But what you're looking at here is a man on a motorbike with a child JUST SITTING IN HIS LAP!!  How terrifying is that?!!?  Totally not normal in Korea by the way.  That's kind of why I freaked out and took a picture when I saw it.
